EDUCATION AND CULTURAL DEVELOPMENT Some of the services provided through the Technical Unit are: Fire Safety •Providing technical advice and training to volunteer fire departments •Developing and monitoring Community Emergency Plans Housing •Inspecting new housing construction, repairs of existing homes and preparing written inspection reports •Keeping member First Nations up to date on new Housing Programs, policy changes, building materials and construction techniques Operations & Maintenance •Assisting the First Nations in the development and implementation of preventive maintenance programs for community assets •Providing direct technical advisory and training services to First Nations O & M personnel Engineering · Providing engineering support services to the First Nations dealing with the planning and implementation of a broad range of capital projects · Preparing proposal calls for various projects · Assisting and advising the First Nations on the method and procedures of good practice in the tendering process and project management
LANDS TRUST & SERVICES The LTS is a pilot project jointly funded by AFN/INAC. The creation of a lands program also provides proper training of human resources to effectively and efficiently administer local initiatives pertaining to Lands, Governance, Membership, Natural Resources, Estates, Wills and Trusts, Environmental Protection, and Preparation of bylaws and management of appropriate enforcement and compliance mechanisms. The Self Government Unit work closely with the Chiefs and Councils to ensure regular communications/consultations flow and is consistent with other First Nations, affiliate organizations and the different levels of government. As well, they gather, review and research material available on other models of Self Government particularly in the areas of Justice and Policing which is forwarded to the First Nations. Treaty Protection is a high priority. The Self Government Unit monitors any legislative changes made by the Federal/Provincial Governments so action can be taken against the undermining or erosion of First Nation Treaties. They also assist when requested in negotiations regarding co-management, TLE, Gaming and other related projects such as workshops and conferences. Advisors maintain a good basic knowledge of the financial position of each First Nation and the financial implications of each new program introduced so that sound financial advice can be provided at any given time. Accounting maintains SCTC revenues and expenditures, presents the financial statements to the Board of Directors and Senior Management personnel, and controls expenditures according to general accepted accounting principles and within budgets.
COMPUTER SERVICES The Tribal Council also assists its member First Nation band offices with its computer needs. This department has recently dwindled down to one staff member. The function is to provide advice ordering requirements, troubleshooting hardware and software. |
